What is the new EU Packaging Regulation?

The PPWR (Packaging & Packaging Waste Regulation) is the European Union regulation on packaging. Adopted by the Council of the European Union on 16 December 2024, and published in the EU Official Journal on 22 January 2025, it comes to full effect in July 2026 after an 18-month transition period.

Reduce: Reduction of packaging waste

The goal is to reduce the amount of packaging waste by encouraging companies to use less packaging material. Instead, more environmentally friendly alternatives should be used.

Reuse: Promotion of reusable packaging

A key aspect of the new EU Packaging Regulation is reusable packaging. Companies are encouraged to develop labelled packaging that can be used multiple times to reduce waste and conserve resources.

Recycle: Making packaging recyclable

The EU Packaging Regulation places great importance on the recyclability of packaging – by 2025, all packaging within the EU must be recyclable, and companies must have systems in place for waste sorting and recovery.
